For the past 2 years the Town of Plymouth and the Plymouth Village Water & Sewer District have been working together in an effort to coordinate necessary and inevitable infrastructure projects to improve the water, sewer, and stormwater drainage systems in the downtown area. While the primary focus has been on Main St., the combined projects also include work on Old North Main St., Warren St., Russell St., Green St. Langdon Park Rd., and Bayley Ave. The goals of our joint efforts have focused on the most efficient ways possible to control cost and to schedule workflow so that disruption and inconvenience during construction is kept to a minimum.
The initial plan was to be under construction during the summer / early fall of this year (2022) with target completion of all projects by the end of 2023. However, due to complications in securing State approvals and satisfying Federal Funding Agency requirements, as well as anticipated delay in procuring materials, it is now anticipated that the Main St. construction will begin in Spring of 2023.
Engineers for the Town and the District are currently finalizing bid documents and working to structure a bid process and schedule that will allow us to have a contractor on board well in advance of construction start-up so that scheduling, plans for parking, traffic continuation and access to businesses and residences can be developed in consultation with businesses and property owners. Once a contractor is selected, we expect that individual and group meetings will be scheduled, advertised, and promoted through e-mail distribution and website updates. The Town and District will be sending regular status updates as the project moves forward – anticipating that the frequency will increase as progress is made and we get closer to construction.
Depending on progress with bidding and selecting a contractor, it is possible that some limited construction activity may move forward this year (2022) for segments of some District projects such as the Green St. sewer collection system rehabilitation or the water main crossing of the Baker River at Foster St. If started, these segments will be outside of Main St. and will have limited, localized impacts which will be coordinated with property and businesses.
